DENR Pollution Control Officer Trainingfor a Greener Future

Section 10 of DAO 2014-02 sets out 21 duties for accredited PCOs. In summary, the PCO is required to:

• Together with the Managing Head, ensure compliance with PD 1586 (EIS System), RA 6969 (Toxic Substances and Hazardous Wastes), RA 8749 (Clean Air Act), RA 9003 (Ecological Solid Waste Management Act), RA 9275 (Clean Water Act), and their implementing rules.
• Identify the significant environmental aspects and impacts of operations and recommend mitigating measures for the Environmental Management Plan and Contingency Plan.
• Attend to all permitting and registration requirements before pollution sources and control facilities are constructed, installed, or operated.
• Ensure the proper operation and maintenance of wastewater treatment facilities, air pollution control devices, hazardous waste storage areas, solid waste facilities, and environmental monitoring devices.
• Ensure that hazardous wastes disposed offsite are covered by a Permit to Transport, a signed hazardous waste manifest, and a Certificate of Treatment, with copies submitted to the EMB Regional Office.
• Monitor compliance with ECC conditions and environmental management and monitoring plan commitments, and report these in the Compliance Monitoring Report (CMR).
• Monitor emissions and effluents against national air and effluent standards, and the use, importation, or distribution of chemicals under the Priority Chemicals List and Chemical Control Orders, reporting results in the Self-Monitoring Report (SMR).
• Promptly submit CMRs and SMRs signed by the PCO, approved by the Managing Head, and notarized. SMRs are submitted quarterly.
• Report in writing to the EMB Regional Office within 24 hours any breakdown of pollution control or monitoring facilities, any release of chemicals or hazardous wastes, and any exceedance of effluent or emission standards.
• Represent the establishment in technical conferences, hearings, and meetings on pollution cases, and serve as liaison officer to the EMB.
• Coordinate regulatory programs with local government units, lead environmental awareness activities within the organization, and participate in multipartite monitoring team activities where applicable.

Additional duties apply to hazardous waste transporters, treatment, storage, and disposal facilities, and establishments with pending cases before the Pollution Adjudication Board. The PCO and the Managing Head are jointly and severally liable for violations committed by the establishment.

Under DAO 2014-02, the Managing Head is the highest executive officer of the establishment, such as the President, General Manager, Plant Manager, Managing Director, Managing Partner, Chief Executive Officer, or Local Chief Executive. The Managing Head appoints the PCO, applies for the PCO's accreditation, and is jointly and severally liable with the PCO for environmental violations of the establishment.

Under DENR Administrative Order No. 2014-02, the Revised Guidelines for Pollution Control Officer Accreditation, establishments that discharge solid, liquid, or gaseous wastes, or whose activities are potential sources of pollution, must appoint a PCO and seek accreditation from the EMB Regional Office. Completing the required PCO training is part of that accreditation.

PCO accreditation under DAO 2014-02 involves both the PCO and the Managing Head, the highest executive officer of the establishment. The PCO accreditation application requires the Managing Head's certificate of training for eight hours, which our 8-Hour Managing Head Training provides.
